Once you are looking at something a separate piece of software drew for itself — a keyboard extension’s own theme included — that guarantee ends. iOS has no mechanism to reach into someone else’s view and redraw a colour it did not choose. Whether Increase Contrast changes anything there depends entirely on whether that code checked the flag and built something more sharply separated for when it is on.
Where that leaves a custom keyboard’s theme
A third-party keyboard is handed an empty rectangle at the bottom of the screen and draws every key, background and colour inside it from scratch, none of which passes through the system contrast layer. A theme built around clearly distinct colours to begin with — a key fill that already reads apart from its backdrop, with its own pressed state and its own text colour — looks the same with the switch on or off, because it was never leaning on a faint tint or a blurred edge to separate one part from another in the first place. A theme that had leaned on subtle, low-contrast colour differences would only sharpen if its developer specifically checked for the setting and swapped in higher-contrast colours when it is on — the same architecture, and the same caveat, as Reduce Transparency and a keyboard’s own theme.
What does change on Apple’s own keyboard
This is why the question comes up at all: on Apple’s keyboard, the suggestion bar, its separators and the faint borders around certain keys are drawn through the same system rendering Apple’s own apps use, so Increase Contrast reaches every one of them the moment you turn it on. That is the baseline people are comparing a third-party keyboard against, and the two can legitimately look different in this one respect without either one being broken.
